Life is a learning process. As such, it is a process manifesting constant change. The process consists of continuous metamorphosis of frequencies of vibrations of energy to as fast rate as the instruments affecting such increase can integrate into their state of consciousness.
It is a continuous process.
The Creative Energy of Consciousness is omnipresent, eternal, and unchangeable. While the Phenomenal Universe has been created in the infinity of time, only the entities capable of generating their own frequencies of vibration can participate in the increase of the diversity of the created reality. Such increase is the cause of continuous expansion of the Phenomenal Universe.
Corruption sets in when the state of balance is upset. Our present state of corruption was caused by the imposition of force that upsets the natural process of evolution. Natural evolution is concerned with the "whole", with the "big picture".
Egos are intended to evolve independently, though under the guidance of Higher Self, which is the individualization of the Energy of the Omnipresent Consciousness.
Also, any attempt to retain status quo, rather than allowing evolution to take place, can be defined as corruption. The status quo is always retained by Egos. Hence, a government that uses force to remain in power beyond its allotted time is a corrupt government that unbeknownst to them is bound to fall. This is true of all dictatorships, or governments, organizations, or groups that usurp authority in any field beyond their intended time.
Regrettably this applies also to those who consider themselves experts in any field. We are ALL in the kindergarten of becoming.

The present events in Canada (now becoming worldwide) serve to illustrate what eventually must happen wherever governments impose their will on their citizens who are ready to take the next evolutionary step. These are inevitable signs of the the Age of Aquarius. People, all people, feel the need for freedom to think for themselves. Not to be told, continuously what and how to do things. Hopefully, eventually, our Higher Self will take over.
No matter how well-intentioned the governmental impositions may be, evolutionary process refuses to stop. The methods that may have served humanity in the past will be erased, and new systems will replace them.
All of us participating in the establishment of the new system will invariably make countless mistakes, until, hopefully, we shall understand the reason for it. Those of us who cannot or will not grasp it will, eventually, be eliminated. Our present concept of leadership, already erroneous, is an idea that belongs to the past. Originally, our concept of leadership had been assigned to our Higher Selves. Those sensing the power within, tended to aspire to leadership of others — already a corruption of the original idea.

A note of caution.
All is energy.
Phenomenal evolution is concerned only with the Big Picture. The totality of Reality.
Every evolutionary step makes additional powers available to its practitioners. There are always some Egos that will tend to abuse such powers for their own aggrandizement. The energies formulating such Egos will be recycled in Black Holes, and released into the Omnipresent Energies of the Creative Consciousness, to serve, again, in the evolutionary process.
